What is an Idea Challenge?
Essentially it is the equivalent of a grant. You put up a sum of money that is awarded to an idea or project to be implemented in the area surrounding your project.
This is not a ploy where you dangle a prize to get free ideas. Offer value to those who choose to participate. Create a educational program that to help workshop potential participants ideas or to create an idea and then the culmination is to award one of the ideas with the money to bring it to life.

Think of this as a way to support the People aspect of the equation.
